asked His Majesty's Government whether Sir Harry Luke lawfully administering the Government of Malta under an enactment of the Letters Patent providing for his assumption thereof ex officio and without reference to any grant of leave or deputation of authority will be instructed to act on his own discretion and unfettered by the policy of Sir David Campbell.
