asked the President of the Board of Trade whether, if there are passenger-carrying ships to which the Merchant Shipping (Life Saving Appliances) Rules, 1932, do not apply, he will amend them to bring such vessels within their scope?

The Rules referred to apply to all passenger-carrying ships other than fishing vessels registered under Part IV of the Merchant Shipping Act, 1894.
