asked the Minister of Transport whether he will review the conditions he has asked the Cheshire County Council to observe in constructing the Northwich by-pass road, with a view to modifying them permanently, or at least temporarily, so as to facilitate an early commencement of the scheme?

The standard of construction which I have asked the Cheshire County Council to adopt in the interest of public safety on the Northwich by-pass provides for dual carriageways and cycle tracks. I find no justification for modifying this standard?
