asked the President of the Board of Trade whether he is aware that the Tramp Shipping Subsidy Committee have issued for the guidance of owners suggestions that in the manning of their boats with British seamen preference should be shown in the following order: English, Scotch, Welsh, Northern Irish, Free State Irish, and then coloured

(1) Coal and coke consumed by electricity companies.

Mr. RUNCIMAN

No, Sir. The view held by the Tramp Shipping Subsidy Committee, that shipowners wishing to qualify for subsidy should employ British subjects wherever possible, covers all British subjects without distinction. The second part of the question does not, therefore, arise.
