§ Sir J. SIMONIt is for the Chief Officers of Police to decide what measures to adopt for enforcing the law. They have, however, been informed of my view that in most cases the best means of enforcing the speed limit will no doubt be through the mobile patrols and of the assurance given to this House that this would for the most part be used in preference to enforcement by means of fixed controls. This course has been adopted and is still followed in general practice by Chief Officers of Police.
