Captain ELLISTON

asked the President of the Board of Trade whether, while developing trading estates in distressed areas, he will regard it as equally urgent to find tenants for derelict mills and factories, often modern buildings, in Blackburn and other Lancashire cotton towns where unemployment remains a grave problem?
