§ Mr. HORE-BELISHAThe instructions given are those of the statutory regulations, which provide that a candidate shall be passed if he shows himself competent to drive without danger to and with due consideration for other users of the road. Needless to say I have given no instructions as to the numbers to be passed or failed.
