§ Mr. ELLIOTNo, Sir. The recommendations in the Report of the Sea Fish Commission as to the composition of the Herring Industry Board were kept closely in view by my right hon. Friend the Secertary of State for Scotland and myself in considering the constitution of the Board. We did not, however, think it desirable to consult the Commission with regard to the individual appointments.
