§ Sir S. HOAREWarnings are invariably given, normally 48 hours and never less than 24 hours before air action is taken. These warnings are conveyed to the inhabitants by means of leaflets dropped from aeroplanes, and in addition, whenever conditions permit, by messengers. To the best of my belief these precautions have proved adequate.
