YOUNGSo far as is known in my Department, clinics at which advice on contraceptive methods is given subject to the limitations laid down in Ministry of Health circulars on the matter have been provided by 32 local authorities in England and Wales, particulars of which I am sending to my hon. and gallant Friend. It is understood that 'a number of other authorities have made arrangements with the same object otherwise than by the provision of clinics.
