§ Mr. HORE-BELISHAI am formally asking local authorities to consider what roads in built-up areas should not be subject to the speed limit and what roads should be subject to the speed limit although they are not in built-up areas. I 'am also inviting their comments, through their representative organisations, on regulations and directions which I have drafted. I hope to be able to settle these matters by the New Year.
