SIMONThe President of the Saar Governing Commission is a servant of the League of Nations, and it is incumbent on the Council of the League therefore to take any steps that may be considered necessary. It is of course the Saar Governing Commission which is responsible under the League of Nations for the maintenance of order in the territory.
