§ Dr. BURGINI am aware of the imports to which my hon. Friend refers. Imports from British countries other than Canada represented less than 2 per cent. of the imports of binder twine in the first six months of this year, and the imposition of a duty upon Canadian binder twine would, in any case, be inconsistent with Article 1 of the United Kingdom-Canadian Ottawa Agreement.
