§ Sir J. SIMONA letter has been received from Mr. E. Lenox Simpson nominating a representative to act for him in this country in connection with his claim against the Manchurian Government. A decision has been reached in regard to the case and has been communicated to this representative. No further statement can be made until I am acquainted with Mr. Lenox Simpson's views in the matter.
