Mr. STANLEYThere is nothing to prevent highway authorities from carrying out experimental work on their own initiative. There is, however, in existence a Departmental Committee dealing with experimental work, and it is, in my opinion, advisable that before expenditure is incurred in any experimental work, advantage should be taken of the knowledge and experience of this Committee.
