Lieut.-Colonel TODDasked the Secretary of State for the Colonies, when the proposed constitution for Palestine will be laid before the House?
§ Sir P. CUNLIFFE-LISTERAny change in the constitution of Palestine would be effected by means of an Order-in-Council amending the Palestine Order-in-Council of 1922, which was issued under the provisions of the Foreign Jurisdiction Act of 1890. Section 11 provides that every Order-in-Council made in pursuance of the Act shall be laid before both Houses of Parliament after it is made. But I should certainly give the House full information as to any proposed change before any Order was made.
