§ Sir P. CUNLIFFE-LISTERI understand that there has been recent discussion between the Governor and the Board of Ministers on the subject, but no proposals have reached me since March last, when it was proposed that I should receive a deputation from the State Council to discuss the question of the alteration of the constitution. I made it clear on that occasion that I am not prepared in present circumstances to consider any proposals involving curtailment of the powers of the Governor or of the Officers of State, or diminution of the control exercised by the Governor and the Secretary of State over any branch of the public service.
