§ Mr. RUNCIMANWhether the tariff concessions secured for United Kingdom trade by these agreements will be extended in terms to the products of third countries is a question which could only be answered after examination of a large number of widely differing foreign commercial treaties, and with full knowledge, which His Majesty's Government do not possess, of the commercial policy and intentions of foreign countries.
