asked the Home Secretary whether, having regard to the increasing number of motoring offences throughout the country and to the small penalties which are at present imposed, he will introduce legislation to enable him to appoint stipendiary magistrates upon circuit to deal with such cases?

It must be left to the discretion of the Court to decide how to deal with each offender according to the circumstances of the individual case; and the suggestion that special tribunals should be created, charged with the duty of dealing severely with offenders of a particular class, is not one which I could support.
