Mr. Waldegrave[pursuant to his reply, 10 November 1983, c. 221]: Local authorities have a duty under the Public Libraries and Museums Act 1964 to provide and operate public library facilities. My noble friend has only power to direct authorities where they are not fulfilling their legal obligations.
