Mr. MacfarlaneSince 1959 local authorities have been advised that the normal basis for the transfer of land from one local authority to another should be market value assessed as for compulsory purchase. The guidance, set out in circular 48 of 1959, also drew attention to the statutory requirement for ministerial consent to the disposal of local authority land for a consideration less than the best that can reasonably be obtained.
