asked the Parliamentary Secretary to the Board of Education what progress has been made in Wales with regard to the new arrangements for secondary school fees since the interview which took place in December last between representatives of Welsh national bodies and the President of the Board of Education?

Mr. RAMSBOTHAM:

My Noble Friend understands that in the course of the past two months all the Welsh local education authorities have been giving close attention to this matter. Deputations from a number of them have had mutually helpful discussions on their proposals with officers of the Board at Whitehall, and most of the authorities have now submitted their proposals to the Board. In only a few exceptional cases have no discussions yet taken place, but it is understood that in these cases also the authorities have their proposals under active consideration. In the circumstances, the Board have every reason to believe that before the end of the present month proposals will have been received by them in respect of each area in Wales and Monmouthshire, and that a proportion of these will have been approved.
