The following three counties and 24 boroughs in England and Wales of population under 30,000 on the 1931 Census have separate police forces:

Counties—

Liberty of Peterborough, Rutland and Radnor.

Boroughs—

Bacup, Boston, Bridgwater, Canterbury (County Borough), Carmarthen, Chepping Wycombe, Clitheroe, Congleton, Glossop, Grantham, Hartlepool, Hereford, Kendal, Kidderminster, Kings Lynn, Leamington, Newark, Penzance, St. Albans, Salisbury, Stalybridge, Tiverton, Winchester, Windsor.
