§ Sir J. SIMONThe Committee of 19 have been unable to accept the latest amendments proposed by the Japanese Delegation to the draft Resolution and Statement of Reasons of 15th December which were prepared with a view to a settlement under paragraph 3 of Article 15 of the Covenant. The drafting of a report under paragraph 4 of Article 15 has therefore been actively pursued by the Committee, who will very shortly be submitting the draft to the Assembly. The answer to the second part of the question is in the negative.
