Mr. JOHNSTONE

asked the Minister of Health whether, under his scheme of Government assistance to rural water supplies, such schemes can start operations at once without losing their eligibility for Government grants, provided that both county councils and district councils have agreed to subsidise the parish concerned and the county council recommends the scheme for Government assistance as urgent on grounds of public health, and the Ministry of Health sanctions the necessary loan and provisionally approves the scheme?

No undertaking to make grants can be given until the Bill authorising the grants has been passed, but during the interval local authorities can very well examine the position, and prepare proposals for eventual submission.
