GILMOURThe nuisance referred to can be dealt with by means of a by-law under the Municipal Corporations Act and Local Government Act, 1888, and a by-law for this purpose is already in force in the County of London. The proposal in the second paragraph would require legislation, and I could not undertake to introduce legislation for this purpose.
