§ Sir H. BETTERTONNo new regulations have been made or are necessary. I have arranged for a notice to be exhibited at the Exchanges and for the position to be specially explained to any applicant whose request, for a green card is refused. A full explanatory note has been prepared, of which the Noble Lord has a copy and which I shall be happy to give to any Member interested.
