§ Mr. SHAKESPEAREThe proposals which were embodied in the recent National Health Insurance and Contributory Pensions Bill were submitted to the Consultative Council on National Health Insurance (Approved Societies Work) as a whole. The proposals were approved by the Council as a whole and the consultation did not take the form of eliciting the views of each individual member, though all members were at liberty to express their views at the meeting when the proposals were under consideration. The proceedings of the Consultative Council have always been treated as confidential.
