§ Major ELLIOTThere is no fixed rule in the matter, each case being considered on its merits. The staff of the Registrar-General's Department is primarily the concern of the Minister of Health, but I understand that, as a result of investigation already made, it has been decided that the grant of an allowance in the case referred to would not be justified.
