§ Sir H. BETTERTONNo, Sir. The Government have decided that in present circumstances it is not desirable to offer financial inducements to local authorities to embark on a fresh programme of relief works. It is not intended to continue the Development (Loan Guarantees and Grants) Act, 1929, which will expire on 31st August, 1932.
