asked the Under-Secretary of State for Air the principles which enable him to differentiate between the five flying clubs near London which get a subsidy and the eight flying clubs which are debarred from the subsidy?

The over-riding consideration is that the total money available is strictly limited. The allocation of the available money takes into account the constitution and character of each club and the extent to which it is likely to fulfil the conditions of the subsidy scheme. I am sending my hon. Friend a copy of the general conditions under which clubs may apply for subsidy.
