asked the Secretary of State for Foreign Affairs the present position as regards the appeal made by the German Government to the League of Nations Council on the matter of the dismissal and imprisonment by the Lithuanian Government of the chairman of the autonomous directory of Memel?

The Council of the League of Nations have adopted a report by the Norwegian representative stating that, while it is necessary to establish without delay a Directorate enjoying the confidence of the Memel Diet, no opinion can be expressed on the question whether the President of the Directorate was lawfully dismissed until the question of the Governor's right to dismiss the Directorate, and the further question whether the circumstances warranted the exercise of the right, if it exists, have been settled. As it was found impossible to obtain unanimous approval of a suggestion that the Council should apply to the Permanent Court of International Justice for an advisory opinion on these questions, the report reminds the signatory Powers that they are themselves entitled under the Memel Convention to apply to the Court to decide them. His Majesty's Government are now considering their attitude towards this suggestion, in consultation with the Governments of the other signatory Powers.
