§ Mr. PYBUSThe test lengths on the Kingston by-pass were laid down in collaboration and under conditions agreed with the associations representing manufacturers of tar and bituminous materials. It was impracticable to deal direct with1038W individual contractors, and in. consultation with the association a selection was made of what were considered to be the most representative materials in the various groups selected for test.
