§ Dr. BURGINIf a film complies with the requirements of Section 27 (3) of the Cinematograph Films Act, 1927, but falls within the classes enumerated in Section 27 (1) of the Act of films to which the Act does not apply, it cannot be registered, except under proviso (1) to that680W Section on the ground of special exhibition value. After consulting the Cinematograph Film Advisory Committee, the Board of Trade have found themselves unable to register the film in question under this proviso.
