asked the Secretary of State for India whether he is yet able to give the House information concerning Mr. Sabhraj and Swami Priyog Bharati, two political prisoners who were asked to be vaccinated in Hyderabad jail early this year and who refused on conscientious grounds; whether he is aware that they were handcuffed and then forcibly vaccinated and, when they protested, their leave of grace was cancelled; and what action he intends to take to prevent a recurrence of this incident?

Yes, Sir. The prisoners referred to were vaccinated by order of the Government of Bombay, in accordance with the provincial jail regulations, which require all prisoners to be vaccinated. The prisoners were not handcuffed.
