As the answer to the hon. Member's question is rather long, I will, with his permission, circulate it in the OFFICIAL REPORT.

Following is the answer:

As regards the first part of the question, it is estimated that on balance no cost to the Exchequer arises from the practice referred to. As regards the second part of the question, the total cost of issuing transfer forms free to the public is estimated at about £750 per annum. As regards the operation of Section 42, Finance Act, 1920, the following table sets out the duty which would, but for the enactment of that section, have been payable on transfers to dealers for each of the years during which the section has been in force:

has now been made regarding structural alterations to the Employment Exchange at Gainsborough?

The building in question is not one that lends itself to structural alteration. In view of its unsatisfactory character, however, a search is being made for suitable alternative premises.
