Friend proposes to maintain the practice followed by his predecessors, and to avail himself, when necessary, of the assistance of His Majesty's Consul-General at Reykjavik in determining whether any complaint by a British trawler engaged in the Icelandic fisheries is justified, before causing representations on the subject to be made to the Icelandic Government.
