Mr. THOMASExpenditure on oversea settlement is authorised annually by Parliament, and any sums unexpended are surrendered to the Exchequer year by year in accordance with the provisions of the Appropriation Act. There is therefore no accumulated balance which could be diverted to other purposes as the hon. Member suggests.
