§ Dr. SHIELSThe reply to the first part of the question is in the negative. It is regretted that the report could not be published earlier, but the preparation and printing of a long document of this nature necessarily take time; the corrected proof is now in the hands of the printers, and it is hoped to publish the report early in March, by which time copies should be available for simultaneous publication in Kenya.
