asked the Minister of Health the number of municipally-owned houses in this country, subsidised or otherwise, where the tenants are not allowed to choose what form of lighting and heating they will use; the number of local authorities who have prohibited the use of gas for all purposes whatsoever; and whether the Government will, when sanctioning future subsidised hous- ing schemes, insert a clause giving tenants the right to choose what form of lighting or heating they desire?

I have no information as regards the first and second parts of the question. As regards the third part, I would remind my hon. Friend that Parliament declined to accept a Clause moved in the discussion on the Housing Act of last year which would have had the effect of his suggestion, and I could not properly limit by such a condition the powers of management conferred by Parliament on the local authorities.
