BROWNasked the Under-Secretary of State for the Colonies, with reference to his reply on 7th July last concerning the collection of money from natives of the Kikuyu Central Association, whether he can give an assurance that the accounts of native associations in Kenya Colony will not be subject to compulsory Government inspection unless those of European and Indian associations are similarly treated?
§ Dr. SHIELSNo, Sir. My Noble Friend is satisfied that power to inspect accounts is desirable in the interests of the natives themselves; and the instructions issued by the Government of Kenya are designed to ensure that that power is not used unreasonably.
