asked the Postmaster-General in what direction the carrying out of the law is facilitated by imposing upon Post Office officials the duty of filling in the hour and minute at which dog, gun, and game licences are issued, when these details are not required in any other case?

The object of inserting the precise time of issue on dog, gun, and game licences is to prevent a person who has been challenged from evading a penalty by purchasing a licence and alleging it was in his possession at the time of challenge. In the case of other classes of licences evidence would usually be available which renders the insertion of the time unnecessary.
