asked the Secretary of State for the Colonies why, in view of the fact that the Legislative Council of Ceylon by a large unofficial majority rejected the Income Tax Bill less than a year ago, he made its reintroduction a condition of his assent to a proposed levy on the salaries of Government servants?

Sir P. CUNLIFFE-LISTER

I am in communication with the Governor of Ceylon in regard to the terms of the letter to the Board of Ministers on which I presume this question is based. I think it possible that there has been some misunderstanding, since I am not aware that my predecessor made his consent to the proposed levy on salaries conditional on the prior introduction of an Income Tax Bill.

asked the Secretary of State for the Colonies what steps he proposes to take with regard to the protest he has received from the Ceylon Chamber of Commerce against the imposition of Income Tax?

Sir P. CUNLIFFE-LISTER

The imposition of an Income Tax in Ceylon is a matter for the consideration of the Board of Ministers and the State Council, and I do not think I should be justified in taking any action.
