§ Mr. HERBERT MORRISONThe figure to which the hon. Member refers is an estimate of the total expenditure during the last 10 years on the maintenance, improvement, cleansing and construction of highways, bridges and ferries on the part of local authorities in Great Britain, including grants from the Exchequer or the Road Fund. It includes both expenditure out of revenue and out of loans, but excludes loan charges.
