Friend's attention has been called to this matter, and he understands that the 667W town council of Stoke-on-Trent have decided to take legal proceedings against the persons believed to be responsible. My right hon. Friend proposes to await the result of those proceedings before considering whether it is necessary to strengthen the law in any way in order to prevent the repetition of such an occurrence.
