§ The PRIME MINISTERThe hon. Member is no doubt aware of the power which my right hon. Friend the Lord Privy Seal last year sought and obtained, to certify Private Bills of this nature. My right hon. Friend has exercised this power in regard to a number of Bills, the passage of which is by this means being appreciably accelerated.
