§ Mr. RHYS DAVIESasked the Minister of Health whether, in view of the fact that so many insured persons fall out of the National Health and Pensions Insurance scheme by reason of continuous unemployment, particularly at the end of this year, he will consider the possibility of a separate scheme to cover these people and any other section of the community whom he may deem advisable, such scheme to be worked, if possible, in conjunction with the present scheme?
