asked the Home Secretary what steps, if any, are taken by his Department to ensure the carrying out of departmental regulations requiring that exits from cinemas shall be kept unobstructed; and whether he will inquire to what extent at such places of public entertainment in cases where only two exits exist it is the practice to allow during one performance part of an audience for the next performance to assemble in and about one of the said exits?

The responsibility for enforcing the regulations made by the Secretary of State under the Cinematograph Act, 1909, rests with the local authorities and not with the Home Office. If my hon. Friend will be good enough to give me the information on which his question is based, I will consider whether the attention of local authorities should be drawn to this particular point.
