asked the Secretary of State for India whether, in the case of the destruction, as at Sholapur, of the property of Europeans, he will suggest to the Indian Government the desirability of making its replacement a charge on the town where such incidents occur?

This is a matter for the consideration of the local Government. There is provision in the Indian law which enables provincial governments to take action of this kind to compensate any persons who have suffered from riots.
