§ Mr. CLYNESThe answer to the first part of the question is in the affirmative. I am well aware of the various aspects of this difficult problem both at South Shields and elsewhere, and my Department are taking, and will continue to take, all practicable steps, so far as my powers under the Aliens Order permit, to deal with such of the coloured seamen as are aliens.
